Combatting oily skin is difficult! There is no clear cut way to get rid of oily skin (it is actually a sign of healthy skin, and will keep your skin looking youthful for longer than people who have dry skin).
You’re already doing good things to control your skin’s natural oil. You could try using a mattifying moisturizer, instead of a very rich one. Oil-free formulas will help restore your skin’s balance without adding extra oils. Try:

Clean & Clear Finishes Mattifying Moisturizer - $6
Otherwise, all I can recommend to you is drinking more water. Keeping your body and skin hydrated from the inside will hopefully help your skin stay moisturized without it having to produce extra oils. Of course, these changes won’t happen over night. For now you’ll have to be patient, and stash some oil blotting sheets in your makeup bag!
Sorry I couldn’t be of more help, but I hope eventually you’ll be able to find a happy medium. Good luck!
